Out of curiosity, does the sign in the bottom photo serve any practical purpose? Seems to me that if you are in a position to see it while on a bike, it isn't really telling you something you wouldn't know otherwise. I guess it might be like a "Highway XX" sign which helps you know you didn't take the wrong turn three miles back. In any event, the sign does no harm that even my overactive imagination can imagine.
I think the idea is that this route will guide visitors or people new to this path around the area to see the attractions. It's cycling tour of downtown Scottsdale for tourists, paid for by hotel bed taxes.
