Um, huh? I suppose the idea is that the lock would hit the fork, making the bike unridable. I'm not sure if the balls are intended to keep the spokes pressing against each other so the lock can't slide out towards the rim, allowing the wheel to spin freely? Maybe? Heck, I don't know.
Yes, I think it's a noise-maker, possibly a variation or extension of the motorbike "u-lock through the disk brake" theme with some immobilization ability.
